Serb member of the BiH Presidency Milorad Dodik said after Tuesday’s meeting of the BiH Presidency that BiH was entering a new stalemate and reiterated that he would not vote for the Annual National Plan /ANP/ for NATO. Dodik has confirmed that ANP was removed from the agenda of Tuesday’s meeting.
“Even If the item remained on the agenda, I would have voted against it. The plan /ANP/ is not going to happen regardless of all attempts to delay the situation in this way alone,” Dodik told the press after the Sarajevo session, which he assessed as short and quick given that many items were removed from the agenda.
He has said that after such a decision it was pointless to hold an extraordinary meeting of the Presidency dedicated to a candidate for chairman of the BiH Council of Ministers, once again stressing the need to form a new Council of Ministers as soon as possible.
“It was pointless to expect us to continue an extraordinary session, as two members of the Presidency – Komšić and DŽaferović said they would vote against,” Dodik said.
Dodik said that the ongoing thing was against the agreement on principles for authority formation, which he earlier signed as SNSD leader with the leaders of the HDZ BiH Dragan Čović and the SDA Bakir Izetbegović.
“We will see how we will move forward … The agreement is valid until September 5, after which we will decide on it,” Dodik stressed.
He believes that Tuesday’s turn of events is a buy time attempt and the outcome of the talks Komšić held on Monday with the US and UK ambassadors in order not to further problematize the situation and to postpone the issue.
“I will just say there is no need to talk about the ANP, it is not going to happen. The Serb side and I will not vote for the plan, path to NATO is unacceptable for us over a number of reasons that we stated earlier,” Dodik said.
He assessed that Article 3 of the Agreement he had signed with Čović and Izetbegović was a framework that could have resolved disputable issues, but that politicians from the Federation of BiH felt they should do it differently.
“It is not polite for Mr. Izetbegović to ‘wave’ the agreement daily, claiming that there was something that was not written, as he was saying about the ANP,” Dodik said, stating that the programme cannot contain the term “national” in its name as there are three constituent peoples living in BiH, not one nation.
He stressed that it is necessary to form Council of Ministers, which should then put all the issues important for entire BiH on the agenda, thus nothing is disputable there and that everything is clearly stated in the agreement and that anyone’s interpretation is out of his interest.
“The agreement reached by the leaders of the three political parties is valid until September 5 and we will see how we will further act. We will decide whether we will remain in this majority or not, whether it makes sense to waste the electoral trust we have gained under such circumstances,” Dodik said.
He noted that the primary issue here is the right of the Serbs, as a constituent people, to be adequately represented, while someone in Sarajevo is trying to prevent it.
“I am of the opinion they should not play with the political will of the Serbs here in Sarajevo and that they should finally think about it. We do not intend to follow someone’s wishes here, but a concrete agreement,” Dodik concluded.
BiH Presidency members Željko Komšić, Milorad Dodik and Šefik Džaferović have agreed to cancel both sessions scheduled for Tuesday to vote on the Annual National Programme /ANP/ and candidate for BiH Council of Ministers chair.
