The Speaker of the Republika Srpska Parliament, Nedeljko Cubrilovic, has said that the Republika Srpska Constitution guarantees the preservation and protection of the constitutional and legal capacity of Republika Srpska, as a single, equal and indivisible part of BiH.
On the occasion of the 26th anniversary of the Constitution, Cubrilovic has said that this is the most important document which confirms the existence and the functioning of democratic institutions and Republika Srpska statehood within BiH, says a press release from the Republika Srpska Parliament.
The Speaker of the Republika Srpska Parliament has said that the highest legal act of Republika Srpska, which, with a certain number of amendments, is still in force, was enacted before tragic conflicts and the unilateral declaration of independence of BiH by Bosniaks and Croats, after a referendum in which Serbs did not take part.
“The Republika Srpska Parliament, within its competencies, is committed to preserving, building and the functioning of the constitutional, legal and political system and the strengthening of the status of Republika Srpska within BiH,” Cubrilovic has said.
He has said that 26 years on, certain amendments need to be adopted in order to preserve Republika Srpska constitutional competences, basic principles of protection of vital interests of the Entity and the constituent peoples, to erase capital punishment, halt the transfer of competences outside procedures stipulated by the Republika Srpska Constitution, and to secure conditions to implement reforms on the path to European integration.
“A consistent respect for the Republika Srpska Constitution is needed with the aim of implementing Dayton solutions, decentralizing the state of BiH, democratizing the society, strengthening pluralism and preserving the status of the Entities, while respecting the interests of all peoples and citizens,” Cubrilovic has said.
The Assembly of the Serbian People in BiH unanimously adopted the Republika Srpska Constitution on February 28, 1992. The Assembly previously adopted the Declaration of the Republic of the Serbian People in BiH on January 9.
