Dean of the Law Faculty Banjaluka, Vitomir Popovic, said on Sunday that the first Constitution of Republika Srpska, which was named the Constitution of Srpska Republika BiH,to a large extent,remained the backbone of the current Srpska Constitution.“It was the constitution of the Serb people in then BiH that was upgraded by amendments and other means. It would be logical to go after a new constitution in due time, which would define the issues that were not covered at that time,” Popovic told reporters in Banjaluka.
He said that the European integrations related issue is one among the issues that were not previously covered because of the different general situation.
The first president of the Republika Srpska National Assembly, Momcilo Krajisnik, recalled the peace conference held in February 1992 in Lisbon, when the first version of the Cutileiro peace plan for BiH was adopted /Jose Cutileiro- former European mediator for BiH/.
He said that agreement that has yet not been completed and should have been developed further, allowed every ethnic community to have its own republic, i.e. entity, that could be named with name that the entity finds suitab; the consent of the three ethnic communities was reached about.
“We said the name would be Srpska Republika BiH. As we noticed that the other side /Croats and then Muslims/, found it disputable, then we /Serbs/ said we would go after the next measure, which was, according to the plan, that each entity, i.e. republic, had the right to its own constitution,” said Krajisnik.
He noted that in that particular context the constitution of the Serb people had no pretension to form any particular republic, noting that after that a referendum took place on March 1, 1992.
According to him, the Serbs then said that the Constitution would be promulgated when the conditions were met, thus the Constitution was promulgated on March 27.
The Srpska Republika BiH Constitution was adopted on February 28, 1992.
