Speaker of the National Assembly of Republika Srpska Nedeljko Cubrilovic says since its signing the Dayton Peace of Agreement has been a guarantee of equality and survival of Republika Srpska and Serbs in Bosnia and Herzegovina, and a permanent category in which Srpska incorporated its statehood.
Cubrilovic points out this is exactly why Republika Srpska marks the date the General Framework Agreement for Peace in BiH was signed in the American city of Dayton, Ohio as its Entity holiday, a holiday of peace and quality of all its peoples and citizens.
According to him, the treaty which was signed 22 years ago did not just end a four-year civil war, but has for all these years been the foundation of BiH, which rests on Annex IV guaranteeing full equality of Republika Srpska and the Federation of BiH and of all three constituent peoples.
“We have witnessed the High Representatives often exercising violent interventions in the past to change the Dayton Peace Agreement, trying to change the structure of BiH which was verified by the international agreement in Dayton,” Cubrilovic said in a letter of congratulations marking the Day of the signing of the General Framework Agreement for Peace in BiH.
He points out that such practice has to stop once and for all and the peoples and citizens of Republika Srpska and BiH be allowed to harmonise and seek acceptable solutions for co-existence and growth with their own political, national, economic, cultural, educational and other resources.
According to the Speaker, the National Assembly will do all in its power in the years ahead to protect the Republika Srpska’s competences defined by the Dayton Peace Agreement using legal and democratic methods.
“Republika Srpska does not need any upgrades to the Dayton Agreement, which has been called for by many for years, nor any kind of constitutional reform in BiH which is advocated by those who failed to achieve their maximalist goals in Dayton,” says Cubrilovic.
Bearing in mind that the Dayton Peace Agreement ended the war and provided the foundation for co-existence and cooperation between the three peoples in two equal Entities in BiH, Cubrilovic believes it is time for irresponsible policies which failed to achieve their maximalist goals in Dayton to stop giving such demands, which have only one goal – to take away competences from Republika Srpska.
“The Dayton Peace Agreement and Annex IV, which is the Constitution of BiH, provide for a sufficient framework and do not pose any kind of an obstacle to abandoning petty politics, which is exactly what the demands to revise the agreement are,” says Cubrilovic.
It is necessary, he submits in the letter, to do all one can by boosting economic capacity, reviving the industry and export, and bringing in new investors to give young people a chance and hope that they can make their dreams come true in their own country.
Cubrilovic wished a happy Entity holiday to all people in Republika Srpska.
The General Framework Agreement for Peace in BiH, better known as the Dayton Peace Agreement, is a peace treaty made in the US Wright-Patterson Air Force Base that ended the civil war in BiH.
According to the agreement, BiH was divided into Republika Srpska and the Muslim-Croat Federation.
The conference lasted between November 1 and 21, 1995 and the main actors were the presidents of Serbia and Croatia at the time, Slobodan Milosevic and Franjo Tudjman, respectively, as well as Alija Izetbegovic, and US mediators Richard Holbrooke and General Wesley Clark.
The agreement was official signed in Paris on December 14 the same year.
The parliament of the Federal Republic of Yugoslavia ratified it on November 21, 2002.
